1. Effective 1 January 2019. the minimum wage for all employees including foreign workers will be revised from the present RM1,000.00 to RM1,100.00 per month as announced by the Finance Minister in the 2019 National Budget. The Government Gazette dated 28-Nov-2018 (Minimum Wages Order (Amendment) 2018) is attached herewith for ease of reference.
As for those who are paid based on piece-rate, tonnage, task, trip or commission, the rate of monthly wages payable to such employees shall not be less than RM1,100.00 per month.
2. The HR Minister, by his press statement dated 21 November 2018 (see attached), stated that all foreign workers with valid documents including expatriates were entitled to SOCSO protection under the SOCSO ACT 1969 .effective 1 January 2019; and the protection covers only Employment Injury Scheme EXCLUDING Invalidity Pension Scheme. Therefore, all employers are required to pay monthly contributions for each eligible foreign workers employed by them effective date thereof.
Despite the above, it is still hazy as far as its actual date of implementation is concerned. A check with Ipoh SOCSO office on Monday, 17 December 2018, reveals that SOCSO Department would officially make known in mid-January 2019 as to how and when the proposed scheme would be implemented since it involved foreign workers who still have valid Workmen Compensation Insurance coverage.
Nevertheless, employers are required to register their foreign workers at the nearby SOCSO office.
3. As regards to the 4 % EPF contribution by employer for their employees who are 60-year-old and above as announced by the Finance Minister in the 2019 National Budget, there has been no official announcement as at to-date as to how and when it should be implemented. .
A check with EPF HQ in K.L. (Tel: 03-89226000) on 4-Dec-2018, confirmed that the said 4% shall take effect from 1 January 2019 and that the EPF Dept. had yet to make any official announcement in its website regarding this issue.
