Mr. Tan, who has over twenty‑five years of working experience in Human Resource Management, had worked with several manufacturing industries in the early 80s as a Personnel Manager/Factory Manager. In his capacity as Labour Affairs Advisor from 1982 to 1985, Mr. Tan represented several industries such as garments, vinyl, rubber products, mining and plantations in the negotiation of Collective Agreements and the handling of trade disputes etc., at the Labour and Industrial Relations Department.
Between 1 November 1988 and 31 January 2006, Mr. Tan was attached to a leading steel‑pipe manufacturing Company in Ipoh and his last appointment with the said Company was Group Human Resource Manager. Mr Tan's key functions in this unionized Company (National Union of Metal Industry Employees' Union) were: formulating and implementation of personnel policies, systems and procedures, procurement, development, compensation, integration, maintenance, collective bargaining (5 Collective Agreements) and industrial relations.
In one of the cases in which Mr. Tan represented the Company, the Labour Court in Kuala Lumpur dismissed a claim of RM158,635.70 on 10 August 2004 that was filed by an employee against the Company for payment of overtime, annual leave, public holidays and rest days' work. The claim was dismissed in total without a single cent being awarded.
Mr. Tan has been providing advisory services on Human Resource Management to companies and friends who work as Human Resource personnel for many years. In January 2006, he started his own consultancy firm under the name of TKE HR Management Consultancy (IP0234218‑X). He now provides Human Resource Management consultancy services on a ‘retainer basis’ to a wide range of companies in the country dealing with products such as rubber gloves (about 2,500 employees with subsidiaries operating in Indonesia and China), electronics (Japan-based companies), steel-pipes, pottery, plastic, food, furniture, wooden doors (UK-based company), transport and etc.
As a HR Mgt. Consultant, Mr. Tan also provides consultancy services on a project / package deal basis such as representation at Labour Office or Labour Court, conducting a Domestic Inquiry, H.R Audit, preparing Employee Handbook, Voluntary Separation Scheme (VSS) and etc.
Mr. Tan, who speaks and writes English, Chinese and Bahasa Malaysia, has been a member of the Malaysian Institute of Human Resource Management since 1983. He also sat on the employer’s panel of the Industrial Court from 1.1.2004 to 31.12.2006 and from 1.4.2010 to 31.12.2015. Mr. Tan holds a Certificate in Personnel Management, a Post Experience Diploma and a Post Graduate Diploma in Human Resource Management from the University of Lincolnshire & Humberside, United Kingdom.
